He also served as Second Secretary and First Secretary at the Commercial Sections of the Chinese Embassies in Slovenia and Lithuania, where he participated in bilateral economic and trade exchanges and business matchmaking. His diplomatic and governmental background gives him a systematic understanding of the US-China policy frameworks, industrial ecosystems, and cross-cultural communication, and he is committed to driving the Alliance toward sustainable development as a cross-border cooperation platform.

The Chairman of the US-China Business Alliance (NOACC) and Chairman of ArionSS, a California-based warehousing and supply chain enterprise, has long been engaged in cross-border trade, market expansion, and supply chain management, and is dedicated to helping enterprises transition from market entry to scaled development in the United States. He moved to the United States at the age of 12 and has studied and worked there for over 40 years, giving him a profound understanding of the US-China business environments and industrial structures. He graduated from the University of California, Berkeley, with degrees in Computer Science and Statistics. He is also involved in education and technology affairs, serving as the founder of the IEIS educational public welfare platform, a Los Angeles regional committee member of the International Science and Engineering Fair (ISEF), a board member of the Arcadia Education Foundation, and a board member of the University of California preparatory system, promoting US-China educational and innovation exchanges.

Zhang Haoyi currently serves as Chairman of ZMT Supply Chain Group and Executive Director of NOCOBASE. He is a member (council member) of the All-China Federation of Industry and Commerce and the New Social Stratum Association, an expert on SME go-global services under the Ministry of Industry and Information Technology, a specially appointed expert of the International Communication Committee of the China Advertising Association, Chief Representative for North America and think-tank expert at the China North (TEDA) Go-Global Service Base, Executive Vice President of the Hunan Cross-Border E-Commerce Association and President of its North America Branch, and a visiting professor and master's supervisor at Hunan Normal University and Hunan University of Technology and Business. As an Executive Director of NOACC, he drives the development of go-global service systems.
